You’ve got a lot to worry with your BEAD grant application, so the last thing you can (or want to) focus on is the marketing component. You need to be compliant to win BEAD broadband funding.

Like it or not, an outreach/marketing component is included in BEAD. Specifically, on page 68 of the BEAD NOFO, it’s clearly stated that there must be marketing included in your (sub-grantee) request for BEAD funds.

Eligible Entities shall require subgrantees to carry out public awareness campaigns in their service areas that are designed to highlight the value and benefits of broadband service in order to increase the adoption of broadband service by consumers… awareness campaigns must be conducted in an equitable and nondiscriminatory manner. Subgrantees must utilize a variety of communications media (e.g., online, print, radio)…

Recently Louisiana released its pre-qualification requirements that include a marketing plan in its ‘ISP Required Documents List.’

Provide a high-level budget overview of marketing plans upon project completion.

Detail your marketing plans and budget to educate potential and current consumers of low cost plans and federal subsidies for low-income households. Detail your multi-media methods such as online, print, radio, et al. Include equitable considerations (i.e., communicating with consumers who may not speak English).


All states and territories are expected to do the same in the coming days, weeks, and months as BEAD Volume 2s are approved. 

The BEAD outreach component requires more than a plan centered on cost & speed (commodities) and should focus on BENEFITS. We can help!
